Launched at the end of 2020 in France, 5G operates in several frequency bands, including the 3.4-3.8 GHz band. Arcep is concerned about possible interference with fixed satellite earth stations, as these use the 3.8-4.2 GHz band.

Such proximity could cause interference. This is why the telecom regulator decided to launch a public consultation on 27 July: "The purpose of this public consultation is to clarify the conditions of coexistence, both from the point of view of the technical conditions to be respected and their location and duration. The proposed text seeks to distinguish between existing stations and those that could be deployed in the future, and to take into account the levels of constraints on the deployment of 5G networks, which may vary according to the stations and their location". Contributions from the stakeholders are expected before 29 October 2021.

Arcep also recalls that measures have already been taken in this regard: "In order to avoid such interference, Arcep's decisions of 12 November 2020 authorising mobile operators to use the 3.4-3.8 GHz band specify the obligation for mobile operators to take the necessary measures to comply with emission power levels".

At the end of 2020, Brussels validated the acquisition of Covage by SFR under certain conditions. Indeed, in order to avoid competition problems, the operator with the red square had to sell part of its networks. Altitude Infra and Axione had expressed their interest and had positioned themselves to acquire all the networks concerned.

In a joint press release, Altitude Infra, which manages 19 RIPs and claims to have deployed 1 million outlets, and Xp Fibre, the entity created by the merger between SFR FTTH and Covage, with 7 million outlets deployed, announced that they had entered into exclusive negotiations for the full acquisition of the assets. The transaction is expected to be finalised in the second half of 2021, following approval by the European Commission.

The 25 networks concerned correspond to Covage's fibre optic local loop activity in the Public Initiative Networks. This represents 95% of the operator's FttO (Fibre to the Office) activity. Among them, 15 Covage subsidiaries active almost exclusively on the wholesale market for capacity services on BLOD (Dedicated Optical Local Loop) and 10 Covage subsidiaries active marginally on the wholesale market for capacity services on BLOD and which also deploy FttH networks.

In an interview with La Gazette Val d'Oise, Rachid Adda, director of Val-d'Oise Numérique, the union in charge of deploying fibre in the department, believes that "some individuals should stop changing operators every six months, to benefit from the cheapest subscription". According to him, "this mania for changing subscriptions represents up to 40% in certain districts" and would contribute to the current situation. He stressed that "breakdowns on the network only represent 5%".

Rachid Adda denounced the precariousness of the workers at the end of the chain. "The operator pays a subcontractor for interventions. But the subcontractor himself calls in another technician whom he pays less, while pocketing the operator's commission. This low-cost technician intervenes for 30 to 50 euros. He therefore needs to carry out a maximum number of repairs. That's why I am indignant about the outsourcing of interventions", he explains.

The director of Val-d'Oise Numérique also deplores the problem of the skills of the people working in the field: "It only takes 10% of the technicians to be poorly trained for the operation to fail".

It also denounces bad practices in the field. While the network is oversized, with, for example, a box containing 12 connections for 10 homes and 10 metres of optical fibre inside to leave room for manoeuvre in the case of repairs, some subcontractors would go as close as possible, even if it meant saturating a box, or would not warn when they had exhausted the available room for manoeuvre. Rachid Adda also reports a greater incidence for ground floor subscribers in buildings and explains: "the technician prefers to connect the subscriber on the 3ᵉ to the one on the ground floor, so as not to have to go upstairs". Another case: connections during inclement weather. "Some people, very often in winter, do not try to open a new line from the cabinet. They simply connect the subscriber to another subscriber... who they then disconnect," he says.

The director of Val-d'Oise Numérique also mentions the case of cabinets that have to be refurbished because of the numerous interventions, or even changed because of acts of vandalism. "A cabinet repair costs 100,000 euros. We do two a year. Recently, we changed three in six months in the same municipality," he explains.

The government has just announced a "digital and environmental roadmap" to reduce the carbon footprint of digital technology in France. With several measures, this document is the result of collaboration between the offices of Cédric O, Secretary of State for Digital Technology, and Barbara Pompili, Minister for the Ecological Transition. An aid fund with a budget of 300 million euros is also planned.

Among these measures, telecoms operators will have to encourage customers to bring back their unused mobiles. The goal is to inject them into the reconditioning circuit or direct them to the recycling circuit.

If turning to easily repairable devices (thanks to the repairability index in place since January 1, 2021) or reconditioned devices (from players such as Back Mark, ReCommerce or PRS Solution) is better but not ideal either. Cédric O indicates: "We have entrusted Arcep with a mission to look into the model of smartphones subsidized by telecom operators. This may be a gas pedal for the renewal of telephones and therefore problematic for the environment. We want to delve deeper into this subject and objectify the impact of these commercial practices before taking any decisions on the subject".

The French Secretary of State for Digital Technology is notably thinking about pushing "the leasing of smartphones from operators, as is done in other countries".

For his part, the telecoms gendarme has been asked to create an "environmental barometer of digital players". This will be based on data collected from players such as data center managers, smartphone manufacturers and telecom operators.

The Arcep will also have to take into account the environmental aspect when allocating 5G frequencies. As a result, the allocation criteria could include the energy consumption of the relay antennas, as well as the coverage of the territory.

Not forgetting the giants of the Net, especially popular video platforms such as Neflix. Barbara Pompili explains: "What is the point of broadcasting very high quality video on smartphone screens just a few centimeters wide? We need to avoid aberrant practices such as automatic video playback, for example, which lead to unnecessary energy consumption".

The government will also have to set an example by turning to refurbishment and supporting the industry. "The government must set an example. We would like to see 20% of public orders for telephones or computer equipment to be for reconditioned devices," says Barbara Pompili.

Whether through the development of teleworking, videoconferencing or recreational uses, the French are making greater use of the various telecommunications networks, both fixed and mobile, during this period. But the situation seems to be under control in France.

In an interview by Les Dernières Nouvelles D'Alsace, Arthur Dreyfuss, President of the French Telecom Federation, explains: "We have seen an unprecedented increase in the number of connections from the very first hours and this is maintained throughout the confinement. [...] The need for telecoms networks is vital for work, entertainment and information."

And according to him, France is doing better than some of its neighbours. "But unlike other European countries, the networks in France hold, and help to ensure the country's continuity. [...] This is because operators have invested 20 billion in two years in infrastructure and they are collectively committed during this period."

He also points out that "despite the difficulties related to containment, technicians are working hard to meet the commitments, continuing deployments to bring new connections into service, in particular the antennas on the 140 mobile sites that are being pooled under construction. But we are facing many operational difficulties related to the crisis, which are obviously causing us to fall behind".
