France-IX Lyon, in partnership with Wild Code School, invites you to the 15ᵉ RezoGirls meeting on Tuesday 07 December at 6:30pm. The theme of this edition: "Digital inclusion: the new societal challenge to be met".

 

Knowing how to use common digital resources (Internet, word processing...) has become almost as essential as knowing how to read, write and count. Not having access to the Internet or not knowing how to use digital tools is therefore a real handicap.

 

Today, 17% of the French population is illiterate, even though 77% have a smartphone and 76% a computer. There are many factors of inequality. Major divides persist between the inhabitants of our country, depending on the territory, the level of qualifications and income, age of course, or personal situation.

 

The consequences of digital exclusion are both personal and professional, with the impossibility of accessing one's rights, finding a job, housing, or just keeping in touch with loved ones... How can we make the digital world more inclusive? Our speakers will debate the subject based on their respective experiences and will provide a relevant analysis of this phenomenon.

Speakers

 

Margo Chaillou, UX designer, has been involved for several years with disability, inclusion, gender and professional life, notably within La Cuisine Du Web. She quickly specialised in digital accessibility to meet the specific needs of all users.

Today she manages Improved Impact, the first audit and recommendation platform for the social (digital accessibility) and environmental (eco-design) impact of websites.

 

 

Cassandre Schach fell into the pot of commitment during a civic service in Paris, and pursued this fulfilment in the ecological struggle, then in the fight against discrimination.

For the past two years, she has been working for Emmaus Connect in Lyon, facilitating the digital inclusion of the people of Lyon by setting up equipment, connection and digital skills support initiatives, in partnership with more than 120 organisations in the city.

RezoGirls is back !

France-IX Lyon, en partenariat avec LDIGITAL, vous convie le mardi 19 octobre à 18h30 à la 14ᵉ rencontre RezoGirls. Une nouvelle table ronde avec pour thématique « Les femmes : garantes du numérique responsable ? ».

 

Le numérique responsable est une démarche d’amélioration continue qui vise à réduire les empreintes écologique, économique et sociale des technologies de l’information et de la communication (TIC). En somme, il s’agit de continuer d’utiliser les technologies pour développer son activité, mais tout en mettant en place des solutions au quotidien pour réduire son impact environnemental.

 

Pour qu’il soit plus responsable, le numérique doit donc réduire son impact sur l’environnement mais pas seulement ! Le numérique responsable implique donc d’examiner l’ensemble des pratiques aussi bien au niveau des usages qu’au niveau sociétal.

 

Comment fait-on pour rendre le numérique responsable plus éthique et inclusif ? Nos trois intervenant·e·s débattront sur le sujet en se basant sur leur expérience respective et apporteront une analyse pertinente de ce phénomène.

Diplômée de l’Institut Supérieure d’Agriculture de Lille, spécialité environnementaliste, le parcours d’Anne-Sophie Banse est largement tourné vers la protection de l’environnement avec le constat heureux d’une prise de conscience grandissante de tous : entreprises, collectivités, particuliers.

Chef de projets depuis 10 ans à l’ADEME, agence de transition écologique, elle œuvre sur des sujets variés : recyclage, économie circulaire, écologie industrielle, transports… Et dernièrement, le numérique responsable.

 

 

Aurélie Fallourd a passé quatre ans comme pilote QSE pour plusieurs clients au sein de la SADE puis rejoint SERFIM T.I.C. en 2012 en tant que Responsable d’affaires.

Elle est promue Responsable QSE-RSE en 2014 et intègre le Codir de l’entreprise. Après une formation en Management & Leadership, ses missions s’élargissent jusqu’à prendre en charge le Système de Management Intégré de SERFIM T.I.C., et devenir référente pour le groupe SERFIM de la commission sur la responsabilité sociétale des entreprises et la mixité professionnelle.

 

 

Issu de différents horizons, Frédéric Lacrabere s’appuie sur des années d’écologie dans différentes associations et des études en éthique et en développement durable. Il a découvert le monde de l’éco-conception web il y a quelque temps lors d’une formation de développeur web.

Frédéric a intégré Open Cylife en s’occupant de la création des contenus éco-conçus et de recherche sur les impacts du numérique pour les partager avec la communauté. Aujourd’hui, il est formateur dans le numérique responsable.

It is clear that white areas are not limited to rural deserts. They also concern tourist areas that are very popular in the summer with cyclists, hikers and coastal travellers.

In the Luberon, if optical fibre has arrived in Isle sur la Sorgue or Maubec, ADSL is particularly anaemic in Gordes, and 4G is almost absent. The various local players are suffering from the disinvestment of the main operators and the public authorities. The latter are struggling to impose a minimum service for services that are now essential at a time when administrative procedures are being dematerialised.

 

If digital technology is on everyone's lips today, once you leave the urban areas, you are in digital poverty with a two-speed France.

In a report published on 16 January 2020, the former rights defender Jacques Toubon stated that "in municipalities with fewer than 1,000 inhabitants, more than a third of the inhabitants do not have access to quality Internet, which represents nearly 75% of municipalities in France and 15% of the population". Fortunately, alternative Internet service providers and digital development companies are helping rural communities. They are setting up small-scale radio networks accessible to individuals and small businesses. These are essential local initiatives, as the France Très Haut Débit plan, launched in 2013, and the New Deal Mobile, launched in 2018, are struggling to eradicate the digital divide and ensure equal access to the Internet for all French people.

Government unveils plans for a greener digital world

The government has just announced a "digital and environmental roadmap" to reduce the carbon footprint of digital technology in France. With several measures, this document is the result of collaboration between the offices of Cédric O, Secretary of State for Digital Technology, and Barbara Pompili, Minister for the Ecological Transition. An aid fund with a budget of 300 million euros is also planned.

 

Among these measures, telecoms operators will have to encourage customers to bring back their unused mobiles. The goal is to inject them into the reconditioning circuit or direct them to the recycling circuit.

If turning to easily repairable devices (thanks to the repairability index in place since January 1, 2021) or reconditioned devices (from players such as Back Mark, ReCommerce or PRS Solution) is better but not ideal either. Cédric O indicates: "We have entrusted Arcep with a mission to look into the model of smartphones subsidized by telecom operators. This may be a gas pedal for the renewal of telephones and therefore problematic for the environment. We want to delve deeper into this subject and objectify the impact of these commercial practices before taking any decisions on the subject".

The French Secretary of State for Digital Technology is notably thinking about pushing "the leasing of smartphones from operators, as is done in other countries".

 

For his part, the telecoms gendarme has been asked to create an "environmental barometer of digital players". This will be based on data collected from players such as data center managers, smartphone manufacturers and telecom operators.

The Arcep will also have to take into account the environmental aspect when allocating 5G frequencies. As a result, the allocation criteria could include the energy consumption of the relay antennas, as well as the coverage of the territory.

 

Not forgetting the giants of the Net, especially popular video platforms such as Neflix. Barbara Pompili explains: "What is the point of broadcasting very high quality video on smartphone screens just a few centimeters wide? We need to avoid aberrant practices such as automatic video playback, for example, which lead to unnecessary energy consumption".

 

The government will also have to set an example by turning to refurbishment and supporting the industry. "The government must set an example. We would like to see 20% of public orders for telephones or computer equipment to be for reconditioned devices," says Barbara Pompili.

The executive's discourse seems to have evolved over the summer on the issue of digital planning. The future recovery plan will not forget fiber since the plan will provide additional funds to support areas where some 3 million lines remain to be financed.

This financial boost is part of a more ambitious project, outlined by Cédric O: moving towards a "universal service" for fiber.

 

The first piece of information delivered by the Secretary of State for the Digital Transition and Electronic Communications: the subsidy window for public fiber deployment projects is going to be replenished.

Until now, the government has refused to go beyond 280 million euros in subsidies, when both local authorities and manufacturers calculated total needs at 680 million euros. 680 million. Last May, in a letter sent to the executive, local authority associations warned that "a reassessment of this envelope will have to be studied in light of the financial situation of local authorities, the higher deployment costs associated with health measures and the higher than expected number of catches to be deployed".

Unveiled next week, the recovery plan will provide more details on the effort the government is prepared to make on this specific point.

 

Additional funds to generalize fiber, yes, but "with the ambition to move towards the logic that fiber must be an essential service," added Cédric O. The government seems to be aligning itself with a request made by local authorities, since this would allow "professionals in the sector to continue to ensure the deployment and operation of fixed and mobile networks in the event of a crisis". It would also provide an opportunity to remove certain obstacles to deployment, such as access to common areas to fiber the risers of buildings.

 

If the idea of making fiber an essential infrastructure met with the reservations of the former Minister of the City and Housing - in charge of the THD dossier - this is however what the executive wants to work towards today: "we want to work on the notion of universal service," indeed added Cédric O. A project that could start as early as this fall, when the European Electronic Communications Code is transposed into French law. "This should enable us to extend the concept of universal service to include fiber coverage of the territory," the Secretary of State for Digital Affairs added.

Internet in France: Arcep publishes its 4ᵉ report

Submitted to Parliament and presented on 25 June at an online press conference, this new edition of the report on the state of the Internet in France sets out the key developments in the various components of the fixed and mobile Internet networks for 2019.

The aim is to ensure, through regulation, that the Internet continues to develop as a common good in which the user is the ultimate arbiter.

 

An entire chapter is devoted, for the first time, to the issue of the environmental impact of digital technology. A first step towards a "green barometer" that Arcep wishes to set up to make available to the public the most relevant data on the environmental footprint of networks, terminals and uses.

 

Although this is a report on 2019, the Arcep also details its observations and the first lessons learnt from the period of the health crisis and the spring 2020 containment, which had a strong impact on network uses.

 

Other issues such as quality of service, data interconnection, the transition to IPv6, net neutrality, the opening of terminals and the role of platforms are also addressed in this report.

During the Covid19 crisis, digital technology demonstrated its full potential by enabling us to continue some of our daily activities but also to provide better patient care.

However, companies in the sector are no less impacted by the crisis: 1 in 2 company managers are faced with requests for price renegotiations from their customers.

Questioned in the Syntec Numérique barometer, 80% of company directors anticipate an average drop in their forecast turnover of almost 20% over the second quarter of 2020. This estimate can be explained by the decrease in order intake forecasts from April to June 2020, which concerns 96% of respondents.

 

In an open letter also signed by TECH IN France, France Fintech and the Alliance Industrie du Futur, Syntec Numérique calls for massive investment by public authorities in the technologies and industry of the future (industrial internet, AI, 5G, robotisation...).

With the aim of accelerating the digitisation of the State and local authorities, these major technological projects are part of public procurement. The digital transformation of companies, and more particularly in industry, will require a massive effort to support productive investment. But also to place greater emphasis on education and training in these new methods and technologies.

A plan to better digitalise health, public services, administrations, schools and businesses while providing technical solutions to societal and environmental challenges.

 

The survey conducted by Syntec Numérique was sent online from 20 May to 1 June 2020 with 166 respondents. A panel of respondents including all professions and all sizes of companies. The distribution of the sample corresponds to the orders of magnitude of the digital sector represented by the union.

Digital Transition: Developing Local DCs

The Urban School of Lyon continues its conferences entitled "The Wednesdays of the Anthropocene". This week's theme: the impact of digital technology on regional planning with Cécile Diguet, urban planner, director of the Urban Planning and Territories Department of the Paris Region Institute and Jean-Vincent Bayarri, architect of Information Systems at the Metropolis of Lyon.

The intelligent city relies on important digital infrastructures, especially data centers. How are these infrastructures deployed on the territory? What issues are raised by their spatial integration? Constraints or opportunities for an ecological factory of the city? Are digital actors the new protagonists of the urban project?

 

Initially, containment...

Videoconferencing, streaming, telecommuting, e-commerce, online gaming are in this period of confinement even more widely consumed than usual by the French.

Many articles in the press explain how consumption induced on "networks" alone can be problematic, at the risk of "slowing down" or even "paralysing" the Internet.

 

"The networks"

Above all, the Internet is a set of interconnected machines, i.e. multiple routes, managed by a multitude of actors: operators, public or private structures, associations, large companies. The term "network" is actually vague since it is a multitude of interconnected networks. At the end of the chain is a server infrastructure that must meet the high demand observed in this period of containment.

 

While it is true that some networks can sometimes be scarce resources, particularly mobile networks, most are well sized in France to carry the traffic.

So when the website of a hypermarket brand, overwhelmed by the requests of confined consumers, displays a message asking to wait, is it the fault of the "network"? Certainly not.

The problem can often come from the last link in the chain, the "server" carrying the resource and the content consumed. How do you know when and where to align sufficient resources to meet demand?

 

Datacenters

This is the importance of data centers, since they allow multiple servers to be quickly assigned to specific tasks.

And this capability also applies to the datacenters themselves! Just as the Internet is meshed and decentralized, the strategy adopted by companies like Netflix is a very wide distribution of data centers: on several continents, in several cities, and even as close as possible to the user, partly at the ISPs themselves. It is also a common practice in most companies to distribute resources across multiple data centers for reasons of security, redundancy and high availability.

 

Proximity, a technical, economic and strategic asset

Some cities have a considerable asset: a GIX (Global Internet eXchange point), i.e. a local Internet exchange point. In Lyon, this is LyonIX, which is managed by Rezopole. Companies or administrations that wish to do so can connect locally to this GIX and exchange via the Internet "locally".

Thus in the Lyon metropolitan area, a very significant part of Internet traffic is consumed by Google services (Maps in particular). Since Google is present on LyonIX, access is not only instantaneous (very low latency) but also free of charge. The rest of the Internet traffic is sold through the (paying) pipes of a forwarding agent.

 

Beyond purely telecom costs, the logic of economic development is clear: the more Internet infrastructure is present locally, the more investors are attracted to build local datacenters. This rhymes with more jobs, more value created, and an easier digital transition.

The interest is also strategic, since putting your data in the "cloud" means putting it in someone else's datacenters. A varied and local offer of datacenters therefore makes it possible to keep company data on national soil, in better security conditions (RGPD for example), which represents a certain digital sovereignty.

 

Digital transition, ecological?

"To save the planet, print this message only if necessary". This maxim could almost sum up the digital transition issue by itself.

Videoconferencing, the development of mobile digital counter applications, these are just a few examples of very concrete applications - made possible by the presence of these infrastructures, these networks, these data centres in the city - which also facilitate the ecological transition.The data centres themselves are working on this with the reduction of the energy efficiency factor or the reuse of heat produced by the district heating of the surrounding area, or even a 100% operation on renewable energies.

 

The digital revolution has given data centers a now multiple importance (economic, social, ecological) in the city as well as other essential structures. A central link in regional planning and the digital and ecological transitions, which are far from being in opposition, are perfectly complementary.

The AuRA Region is committed to greater diversity in IT

Despite steadily increasing IT job vacancies, the female population is under-represented in this sector. The Gender Scan survey presented last November even confirmed a decline in the rate of feminisation in the Digital sector, both in terms of the diplomas obtained and their access to employment.

 

The Auvergne-Rhône-Alpes Region has therefore launched a call for "Actions and Training" projects to increase the proportion of women in IT.

The aim of this scheme is to support, through operating grants, action plans to encourage gender diversity in the digital sector in Auvergne-Rhône-Alpes. Applications must be submitted before 15th March in one of the following categories: awareness raising, vocational training and support for employment.

 

The Region will select and financially support 3 applications - the best application in each of the three categories - for a total amount of 40,000 euros. Proposals will be implemented for a maximum of one year from the date of signature of the grant award agreement. The rate of support may not exceed 50 % of the total project budget.

Rezopole, in partnership with La Cuisine du Web, invites you on Tuesday, December 3rd at 6:30 pm to 12ᵉ meet RezoGirls.

During this new round table, several speakers will discuss the theme "Inequalities in entrepreneurship: how, thanks to Digital, are women reversing the trend? ». The debate will be followed by a cocktail reception.

 

Despite persistent differences, some figures show a positive trend in female entrepreneurship in France. Companies run by women today employ on average 13 fewer people than those run by men, compared to 64 fewer people between 2012 and 2014. Similarly, disparities between women and men entrepreneurs tend to narrow in terms of wealth creation.

Graduated from Skema Business School in 1993, Beryl Bès created BB-A Conseil, an insurance and credit brokerage firm, in 2009. Convinced of the potential of crowdfunding to support business development, she created MyAnnona in 2014. This platform offers women who are undertaking online and face-to-face financial support. Co-author of a book on crowdfunding and business at Editions Eyrolles, Beryl is also a speaker at Force Femmes and 100,000 entrepreneurs and, since January 2019, General Delegate of the LDigital Foundation.


 

Passionate about new technologies since a very young age, Alisson Foucault has always wanted to make technological innovation useful. His interest in topics related to High Tech led him to study computer science and organize events for the general public.

The discovery of virtual reality is a love at first sight: thus Alisson created UniVR Studio in 2014! Very quickly, the customers follow one another, and push the company on a path that will become the DNA of UniVR Studio: the use of virtual reality for professional training.


 

Tiphaine Frugier has been a professional in communication and event organisation for 12 years and specialises in digital communication and the digitalisation of companies. Volunteering as an association, meeting others and learning from all these experiences, helped her discover what she really wanted: to become an entrepreneur! It integrates Girlz In Web above all because it is a benevolent network and mutual aid is permanent. What could be more normal than to highlight women who want or are pursuing a career in the Digital and new technologies!


 

A graduate of the ETH of Sceaux and the University of Munich, Jade Le Maître is one of the 20% of French women engineers. Robotics entered his life in 2010 with his research project on Human-Robot Interaction. She then embarked on robotics events and met Max Vallet, with whom she founded Hease Robotics in 2016. At the same time, Jade mentors start-ups in the Lyon French Tech network and invests in Lyon-is-Ai. She is also an expert evaluator at the European Commission on collaborative projects related to robotics and a member of the Holnest Club.

The France THD counter reopens its doors

The government has announced new funding for public fibre optic networks. For the past two years, local authorities and fibre manufacturers have been calling for the reopening of the subsidy window for Public Initiative Networks. However, this will be done in a piecemeal fashion, with only €140 million allocated in 2020. A sum resulting from savings made on previously launched programmes, thanks to economies of scale on deployment work but also from the growing appetite of private investors for these highly profitable projects.

 

However, funds remain far from the estimated needs to complete, or almost complete, the deployment of optical fibre in some 25 departments by 2025. Among those who do not benefit from it, the National Federation of Licensing Authorities and Authorities. Jean-Luc Sallabery, in charge of the FNCCR's digital department, reacted and said that the envelope announced by the government was not "up to the challenge". Only a few days ago, the Federation demanded a contribution of one billion euros from the counter.

This should cover about 20% of the amount needed for the remaining 3 million fibre optic lines to be deployed. This is relatively small compared to the 36 million French premises, but "they are the most complicated, with a projected cost of 1,500 - 1,600 euros per take. That is a total cost of 4.5 to 5 billion euros," Jean-Luc Sallabery calculates. He thus regrets the "double penalty" imposed on the territories: deployments on private funds in AMEL, which he doubts will really be completed, and reduced funding for local authorities that have chosen to keep the RIP model.

 

Government arithmetic raises even more questions because it does not fit in with the dynamics of ongoing projects. Thus, if Avicca, the association of local authorities for Digital, is screaming "victory" following this announcement, it is in reality to better point out the efforts that will have to be made immediately. "It will be essential for parliamentarians to mobilize within the framework of the finance bill to enable all first applications, ready to be submitted, to be accompanied," she stressed. Estimated cost: an additional €322 million.

An additional envelope that MPs will have to unblock or risk attending a "clash of hands" between territories that, to launch their projects, will not have the time to wait for hypothetical savings, warns Ariel Turpin. The State intends to achieve these savings as they occur by recycling unused credits in order to raise the 4 to 500 million it considers necessary. This mechanism should enable the government to remain within the budget initially allocated to the France THD counter, i.e. 3.3 billion. But for its part, the association of local authorities for Digital continues to consider it undervalued in order to bring optical fibre to the whole territory.

 

On the other hand, for InfraNum it works. "I agree with the government's speech. There are savings being made in deployments, and the 3.3 billion envelope should indeed be enough to meet all the demands of local authorities," says Étienne Dugas, President of the Federation of Very High Speed Industrialists.

The relative modesty of the 140 million euros initially promised does not move him beyond measure. "It's not a money issue. For the remaining catches, all you have to do is launch them in a concession and the demand for subsidies will be almost nil," he says.

"What was important was to reopen the counter so that the files could be processed," concludes the InfraNum boss. In addition, we are satisfied with another announcement, namely the signature of the strategic contract for the digital infrastructure sector "by the end of the year".

Produced by EY in partnership with the Auvergne-Rhône-Alpes region, the 3rd edition of the Auvergne-Rhône-Alpes Digital Industry Observatory was unveiled by the Digital League on 5th November last.

Representing nearly 65,000 jobs, digital technology is now a central pillar of the regional economy. Indeed, this industry created more than 3,000 jobs between 2016 and 2017, as many as the region's 4 main flagship industrial sectors combined (chemistry-rubber-plastic / metallurgy-metalworking / machinery and equipment manufacturing / agri-food).


This dynamic is confirmed at the national level as Auvergne-Rhône-Alpes consolidates its position as the second region in the digital sector with the creation of 8,150 jobs between 2013 and 2017. Internationally, despite a decline of two places compared to the period 2011-2015, Auvergne-Rhône-alpes ranks 20th among European regions that have attracted the most foreign investment in digital technology. It is one of only two French regions to be included in the TOP25.

Encouraging figures and resolutely confident players. Indeed, 81% of digital companies expect sales to increase by 2018, with the development of current services and products as the primary growth driver. However, the difficulty in recruiting the right profiles remains the first obstacle for regional actors, with an increase of 11 points compared to 2017.

In this 3rd edition of the Observatory, digital players also share their point of view on what they consider essential to make digital transformation a lever for growth and acceleration for all industries. For example, 75% of the companies surveyed believe that, long before the understanding of technological issues and the development of a digital culture, change management is the most important thing.

Créatrice de «Valeur d'être», Élisabeth Moulin a un parcours riche et atypique ; dans la finance, en contrôle de gestion de Société de Service Informatique, puis comme associée d'une start-up d'édition de logiciels. Elle pilote depuis 20 ans la gestion de projets informatiques et occupe des postes de paramétrage, chef de projet en 1ère installation, déploiement et évolution, en France et à l'étranger. Depuis 2 ans, elle accompagne les transitions personnelles et professionnelles de particuliers ; de la connaissance de soi à la reconversion. Le numérique sert de tremplin pour l'autonomisation de ses clients.

 

 

 

 

Issue de la communication et du management commercial, Jessica Rolland fait ses gammes dans le digital auprès de grands groupes et de start-ups. En 2012 elle se lance dans l'entreprenariat comme Formatrice Social Media indépendante avec l’Agence Someday, puis Consultante et Coach en stratégie d’entreprise. Elle accompagne entrepreneurs et dirigeants à créer un équilibre harmonieux entre business, valeurs et vie personnelle. Auteure aux Éditions Kawa, elle publie en 2016 "Objectif Digital Detox", un guide pratique pour les web addicts qui promeut un usage plus conscient et plus raisonné des réseaux sociaux.

 

 

Après avoir travaillé dans différents secteurs professionnels : public, privé, en ESN, dans l'édition, Kevin Delfour s'installe à Lyon pour tenter un nouveau challenge : la construction d'une entreprise libérée. Ingénieur en développement informatique, expert en Java, il passe le cap de la simple prestation et se réalise au sein d’une équipe où les responsabilités sont partagées et les challenges nombreux. Il expérimente, crée, dépasse ses limites et acquiert de solides compétences entrepreneuriales. En 2017, Kevin invente et lance iBubble Camera, le tout premier drone autonome sous-marin.
