It is clear that white areas are not limited to rural deserts. They also concern tourist areas that are very popular in the summer with cyclists, hikers and coastal travellers.

In the Luberon, if optical fibre has arrived in Isle sur la Sorgue or Maubec, ADSL is particularly anaemic in Gordes, and 4G is almost absent. The various local players are suffering from the disinvestment of the main operators and the public authorities. The latter are struggling to impose a minimum service for services that are now essential at a time when administrative procedures are being dematerialised.

If digital technology is on everyone's lips today, once you leave the urban areas, you are in digital poverty with a two-speed France.

In a report published on 16 January 2020, the former rights defender Jacques Toubon stated that "in municipalities with fewer than 1,000 inhabitants, more than a third of the inhabitants do not have access to quality Internet, which represents nearly 75% of municipalities in France and 15% of the population". Fortunately, alternative Internet service providers and digital development companies are helping rural communities. They are setting up small-scale radio networks accessible to individuals and small businesses. These are essential local initiatives, as the France Très Haut Débit plan, launched in 2013, and the New Deal Mobile, launched in 2018, are struggling to eradicate the digital divide and ensure equal access to the Internet for all French people.

Many territories still do not have access to a fast and efficient Internet connection in Auvergne-Rhône-Alpes and elsewhere in France. This is why the State and Arcep have developed the New Mobile Deal in order to address this problem by standardising mobile Internet coverage at national level.

Although the State is the initiator of this project, it is the mobile operators who manage it directly. Free, Bouygues Telecom, Orange and SFR are therefore responsible for the investment in the design of these new networks. Even though there are no subsidies, the State is in fact piloting this bold project and sharing its objectives with the operators, who must align themselves with it.

According to the State services, in collaboration with the local authorities, 509 areas are deemed to be priorities in the Auvergne-Rhône-Alpes region. 64 new additional sites are to be equipped in the Auvergne-Rhône-Alpes region following the publication of the latest order on 9 April.

However, due to the region's many mountainous areas, installing the equipment necessary for the network to spread properly is much more difficult. This explains why the region has so many areas without access to a good Internet connection and why it needs special attention.

However, the health crisis makes this project much more difficult to implement and there are many delays.

Arcep takes stock of the 4G mobile coverage of the metropolis. The Telecom gendarme estimates that the territory is today 96% covered by at least one operator and 76% covered by all operators.

Within the framework of the New Mobile Deal, "2,066 zones have been identified by the local authorities. ...] To date, 462 new sites are providing voice and SMS services with "good coverage" thanks to 3G and very high-speed mobile broadband (4G) in areas that have been identified and prioritized by the local authorities," the regulatory authority points out.

Operators' commitments/obligations are also verified by Arcep. Identified by an order dated July 4, 2018, 445 sites were to be implemented by October 9, 2020. Assessment: "403 of the 445 sites have been commissioned, i.e. nearly 91%. ...] The causes of the delays in bringing the other sites into service are currently being analyzed" by the regulator's services.

"Arcep welcomes the good progress of the Mobile New Deal, thanks to the mobilization of operators, local players and public authorities. The Authority will ensure that the operators fully respect all the commitments they have made," concludes Sébastien Soriano.

Despite the deployment delays caused by the health crisis, the government assures that the coverage targets of the New Deal Mobile will be met. This is in any case what the Minister for Territorial Cohesion, Julien de Normandie, assured in an interview with Les Echos.

All French people must have access to 4G before the end of 2020, this is the government's promise and the objective of the New Mobile Deal signed in January 2018 with the operators and the Arcep.

In particular, the scheme provided for the shared deployment of new towers between operators in order to eliminate white zones. Julien Denormandie declared on this subject: "Of the 485 sites of the targeted coverage system expected at the end of June, 340 are already operational. Dozens of others have been erected and are just waiting for an electrical connection. By the end of September, we will be back to normal". A further 600 new pylons are to be erected before 31 December.

The agreement also provided for the switch from 2G and 3G sites to 4G. According to the Minister for Territorial Cohesion, 10,000 new municipalities will be affected in the last quarter.

However, the capacity of these mobile networks will still need to be increased to achieve true quality of service. This is why the targeted coverage scheme will continue until 2025 with 700 to 800 new sites each year.

The telecoms police officer has just sent an early formal notice to Orange, SFR, Bouygues Telecom and Iliad-Free regarding the "New Mobile Deal". Indeed, Arcep considers that the commitments made by operators under this agreement, dating from January 2018, are not progressing fast enough.

At the time, the State agreed to renew part of the frequencies granted to operators for ten years and free of charge. A "gift" with a counterpart, however: the operators had undertaken to cover the territory more, particularly in the famous "white areas".

By the end of 2020, they must have converted all their existing 2G and 3G sites to 4G and improve mobile coverage on transport routes (from 2018) and inside buildings (from 2019).

But a year and a half after the signing, the regulator would find that progress was insufficient. "The regulator has no confidence in the operators, he believes that this case is dragging on," explains a source familiar with the case.

If the targets were not met by the 2020 deadline, early warning would make it possible to initiate sanctions more quickly without wasting time.

Aware that operators have always had difficulty meeting their commitments, the government has organised progress reports on the progress of the work. This was obviously not enough.

However, in June 2018, the government published the first 485 sites on which operators had to install their 4G antennas. For its part, the Arcep had launched its quarterly dashboard. But several observers had already warned of the magnitude of the task. "The deadlines were super-short. We could legitimately be concerned," recalls one participant today.

Operators, on the other hand, deny any delay. "Operators are deploying on schedule. ...] We are on the ground every day to solve administrative and technical challenges with the support of communities and government services. Arcep is welcome in the territories and will thus become even more aware of the collective success underway to finally solve the problem of white areas," said Arthur Dreyfuss, President of the French Telecommunications Federation. Summer is therefore likely to be turbulent.
