Altitude Infra takes over 25 fibre networkse

Altitude Infra takes over 25 fibre networkse

At the end of 2020, Brussels validated the acquisition of Covage by SFR under certain conditions. Indeed, in order to avoid competition problems, the operator with the red square had to sell part of its networks. Altitude Infra and Axione had expressed their interest and had positioned themselves to acquire all the networks concerned.

In a joint press release, Altitude Infra, which manages 19 RIPs and claims to have deployed 1 million outlets, and Xp Fibre, the entity created by the merger between SFR FTTH and Covage, with 7 million outlets deployed, announced that they had entered into exclusive negotiations for the full acquisition of the assets. The transaction is expected to be finalised in the second half of 2021, following approval by the European Commission.

The 25 networks concerned correspond to Covage's fibre optic local loop activity in the Public Initiative Networks. This represents 95% of the operator's FttO (Fibre to the Office) activity. Among them, 15 Covage subsidiaries active almost exclusively on the wholesale market for capacity services on BLOD (Dedicated Optical Local Loop) and 10 Covage subsidiaries active marginally on the wholesale market for capacity services on BLOD and which also deploy FttH networks.

France is worried about its networksairport refusals

on Friday, 27 November 2020 Posted in Archives Rezopole

France is worried about its networksairport refusals

Over the past two or three years, the acceleration in fiber deployment has been clear, but the hardest part remains to be done: connecting the least dense areas of the territory. Despite the government's efforts - generalization of fiber by 2025 by mobilizing nearly 300 million euros to support the latest projects not yet funded - the account is not there. The reason: to serve scattered housing or isolated businesses, the cost of so-called long connections is very high and for some, it may even be prohibitive.

The answer must emerge from "negotiations with the various local authorities on the financing of their projects, with major demands that may not be able to be met exactly," explains Cédric O. Indeed, the Secretary of State wants "to match needs and subsidies to achieve the goal of 100% fiber in 2025. For the specifications, we'll see afterwards".

Non-standard connections are also available in less dense areas of private initiative. The question of the effective availability of fiber arises for homes and businesses that are isolated and/or difficult to serve. This is the case in the AMII zone, where Orange and SFR's commitment was to make 100% of premises connectable by the end of 2020. Including 8% on request because they are considered more complex to serve or not a priority.

If the health crisis has pushed back the deadline for these commitments, they will finally be reached in 2021 according to Nicolas Guérin, Secretary General of the French Federation of Telecoms. For Arcep, it is the responsibility of the State to ensure this. For Sébastien Soriano, President of the Regulatory Authority, "no worries" about SFR's compliance with the deadlines. However, he believes that there is "a landing point to be built with Orange".

A common ground could be found on the launch of offers for premises that can be connected on demand. This would enable a little over one million homes and businesses "set aside" during the initial deployment schedule to be connected within six months of the order being placed with an access provider. Nicolas Guérin, also Orange's General Secretary, explains that after having made massive deployment, the incumbent operator is now able to "move to a more qualitative deployment".

On the Arcep side, where "procedures are under way" to gauge operators' compliance with completeness rules, we are waiting to see if these offers will enable us to respond to the problems identified. In any case, Sébastien Soriano considers it desirable that these on-demand connection offers should first arrive in areas that have been scheduled for more than five years - and sometimes much longer - and where 100% of the premises are not yet connectable.

The question of the durability of the FttH networks also arises, particularly concerning the connection in Stoc mode. Access providers want to connect their customers themselves. While network operators are not against this, they are concerned about connection failures and the damage this causes. Both parties are not desperate to find new agreements before the end of the year, in order to clarify the responsibilities of each party.

All of this is under the watchful eye of the communities that own the public-initiative networks. If it is not surprising to hear elected officials thundering against the Stoc mode; it is more surprising to see a member of the government raising his voice on this very operational issue. "It's not possible," Cédric O. hammered out, "We are in the process of ruining what we are achieving" by strongly encouraging those concerned to solve the problem: "Either we know how to solve it intelligently between people of good will, or the State will have to make more complicated decisions, even if it means causing inconveniences in the system".

Stakeholders therefore no longer seem to have much leeway to save the Stoc mode. And to achieve this, the representative federations - InfraNum for the networks, the FTT for the operators - need to get around the table, thus pleading the case of several players in the ecosystem. This is also the opinion of Benoît Loutrel, commissioned by the French Secretary of State for the Digital Economy to study "securing the deployment and operating conditions for FttH networks". His task will be to re-examine the France THD program. The report he will produce in a year's time will "not be intended to put pressure on this or that actor, but rather to problematize and find a method", warns the interested party. It will propose ways to "transfer learning feedback" between territories, to "organize the interplay between public authorities and industry", and finally to "anticipate the resilience of networks".

On this last point, while burying is a common sense choice in the West Indies, it is no less relevant in metropolitan France.Climate risks also weigh on an air deployment that is anything but marginal, argues the Bank of the Territories. As part of its recovery plan, it plans to allocate additional resources to support local authorities in their landfill projects and secure access to major network sites. To this end, a call for projects will be launched in 2021.

Ielo raises funds

on Thursday, 23 July 2020 Posted in Archives Rezopole

Ielo raises funds

Ielo, which specialises in fibre networks for the wholesale market for corporate operators, has announced that it has raised funds to invest 160 million euros over five years in order to become the number three player in this market.

Although the amount of the fund-raising has not been specified, it is accompanied by the entry of a new shareholder into the group's capital: DIF Capital Partners, a European infrastructure fund.

The chairman and co-founder of Ielo, Arthur Fernandez, told AFP: "We are already going to commit 90 million euros over the next two years in order to develop our network. We are now present in all 30 metropolitan areas, and our aim is to extend our network to all prefectures within the next five years."

The objective is to become the third largest player in the wholesale market for business operators, behind the two giants Orange and SFR. "It is a highly fragmented market behind the two main players, with players that do not only wholesale. Our aim is to meet an expectation in this market, by emphasizing our neutrality and total control of our infrastructures, with our own tools. We will not compete with our customers", added Mr. Fernandez.

With 90 employees and a turnover of 13.5 million euros in 2019, the operator expects to remain on a strong growth dynamic for the current year despite the crisis caused by the coronavirus pandemic.

U-K excludes Huawei from its mobile networks

on Friday, 17 July 2020 Posted in Archives Rezopole

U-K excludes Huawei from its mobile networks

The United Kingdom confirms its change of position vis-à-vis the Chinese equipment manufacturer Huawei with a total exclusion of its infrastructures. By the end of next year, operators will no longer be able to purchase Huawei equipment. They will also have to take the necessary measures to remove all equipment from their networks, both new and old, before 2027.

This decision is likely to have an impact on the pace of 5G deployment in the country. A delay estimated at three years at a cost of £2 billion.

A change of course justified by national security and the preservation of the economy, even if serious tensions are expected with China in the coming months.

A spokesman for Huawei logically referred to a disappointing decision. The telecom equipment manufacturer assures that the restrictions imposed on its activity by the United States are not insurmountable obstacles and calls on the British government to reconsider its position.

The United Kingdom, as a member of Five Eyes, is particularly sensitive to the threats agitated by the USA and the pressures calling into question these privileged exchanges between countries.

It is also a reaction to the recent events which have seen China trying to regain control of Hong Kong despite months of demonstrations.

On the operators' side, we are blaming the blow. It will take them about five years to remove Huawei equipment from their networks.

Access to 4G for all French people by the end of 2020?

on Friday, 03 July 2020 Posted in Archives Rezopole

Access to 4G for all French people by the end of 2020?

Despite the deployment delays caused by the health crisis, the government assures that the coverage targets of the New Deal Mobile will be met. This is in any case what the Minister for Territorial Cohesion, Julien de Normandie, assured in an interview with Les Echos.

All French people must have access to 4G before the end of 2020, this is the government's promise and the objective of the New Mobile Deal signed in January 2018 with the operators and the Arcep.

In particular, the scheme provided for the shared deployment of new towers between operators in order to eliminate white zones. Julien Denormandie declared on this subject: "Of the 485 sites of the targeted coverage system expected at the end of June, 340 are already operational. Dozens of others have been erected and are just waiting for an electrical connection. By the end of September, we will be back to normal". A further 600 new pylons are to be erected before 31 December.

The agreement also provided for the switch from 2G and 3G sites to 4G. According to the Minister for Territorial Cohesion, 10,000 new municipalities will be affected in the last quarter.

However, the capacity of these mobile networks will still need to be increased to achieve true quality of service. This is why the targeted coverage scheme will continue until 2025 with 700 to 800 new sites each year.

The Court of Appeal validates Arcep s decision

on Thursday, 31 October 2019 Posted in Archives Rezopole

The Court of Appeal validates Arcep s decision

Free had been involved for several years in co-financing the FTTH networks deployed by Orange and was challenging several terms of its contract with the incumbent operator. The Regulatory Authority had settled this dispute in Free's favour, but Orange had been challenging the legality of the dispute since then. The Paris Court of Appeal upheld Arcep's decision in an order dated 26th September 2019.

The planned renewal of the term and conditions of access to Orange's infrastructure was contested by Free. Arcep confirmed that they did not meet Free's needs for visibility and transparency and therefore imposed on Orange to grant a right of access for a defined period of time and at least 40 years. In its decision, the Court of Appeal confirmed that these conditions are "not sufficiently precise in view of Free's need for visibility over the effective duration of this right".

In addition, Arcep considered that it was justified and reasonable for Free to obtain information on the formation of access tariffs for Orange FTTH networks in less dense private initiative areas. This was also supported by the Court of Appeal, which stated that these tariffs were "directly linked to the financial terms of the bid, which it seeks to ensure is fair".

Finally, the Regulatory Authority considered that the incumbent operator should allow Free to connect mobile base stations in less dense areas of private initiative via the extra optical fibres of the FTTH network deployed by Orange and co-financed by Free. A point that has not been contested by Orange in its appeal.

In addition, the Paris Court of Appeal held that the decision did not affect business confidentiality and confirmed Arcep's analysis. And noting that the information that Orange must provide to Free pursuant to the decision "is characterized by a very high degree of aggregation, both geographically and by expense items".

Exhaustion of IPv4 addresses is now a reality

on Thursday, 10 October 2019 Posted in Archives Rezopole

Exhaustion of IPv4 addresses is now a reality

Arcep still estimated, before the summer holidays, that the number of public IPv4 addresses available would allow it to last until March 2020. But since then, requests for allocations have multiplied and the remaining stock is melting like snow in the sun. The exhaustion date is now scheduled.... November 5th, 2019.

After this date, the European RIPE register will switch to a strict rationing mode. Organizations wishing to provide themselves will therefore have to register on the waiting list. If so, they will receive a small range of 256 addresses. For those who already have address ranges, they have almost no chance of receiving this boost. "We will focus on players who have not yet received an IPv4 address allocation," warns Marco Schmidt, head of rule development and internal policy at RIPE.

These addresses will mainly come from companies in bankruptcy. Historical actors who have received a large allocation in the past and who no longer use certain beaches can obviously return them to RIPE. But this case will be quite rare. "IPv4 addresses have become strategic assets. Almost no one will want to part with it," says Vincentus Grinius, CEO of Heficed.

The number of IP address transfers is not expected to increase significantly in the future for the same reasons as seen above. However, the price of the IPv4 address could increase significantly as the offer becomes scarcer. There are currently about twenty bids at the global level on the auction site auctions.ipv4.global. The average purchase price more than doubled from $9 to $21 in three years.

This shortage is already inspiring fraudulent minds who are on the lookout to recover stocks of IPv4 addresses. In recent years, a few hundred cases have already landed on the RIPE offices.
RIPE has therefore strengthened its controls to remedy this situation. More than 600 surveys, twice as many as the previous year, were conducted in 2018. Members are now asked to check regularly that their data is correct and up to date.

However, this will not solve the fundamental problem of shortage. Today, no telecom player can ignore IPv4. Even if IPv6 is developing, this technology only connects about a quarter of the Web. "The Internet will not stop working, but it will stop growing. This shortage will especially affect new entrants and growing players, as they are the ones who need new public IPv4 addresses the most. Either they manage to obtain them on the secondary market, or they will have to share IPv4 addresses with several customers," explains Vivien Guéant, project manager in Arcep's "Open Internet" unit.

This situation is far from neutral for the end user as it affects the quality of service. Indeed, when an operator retrieves IPv4 addresses from an actor located in another country or continent, it may happen that this geographical information is not updated.

Address sharing also has shortcomings since it allows several hundred or even thousands of clients to be connected to a single IPv4 address. And this significantly complicates maintenance for the operator and makes it difficult, if not impossible, to use certain applications "such as peer-to-peer, remote access to shared files on a NAS, access to connected home control systems, certain network games", explains Arcep in its "Monitoring the exhaustion of IPv4 addresses".

The police also suffer from this forced sharing. Investigations will be difficult to complete if addresses are increasingly shared, as it often relies on an IP address to find a digital offender. To overcome this situation, European police forces would like operators and ISPs to reduce the number of customers shared per IPv4 address. In Belgium, for example, the telecoms industry has played the game and the introduction of a code of conduct has made it possible to limit the subscriber ratio to 16:1.

The only long-term solution is the widespread use of IPv6. "Industry players have never seen much interest in IPv6, as this technology had no immediate effects: all websites and customers that have IPv6 also have IPv4. IPv6 is only useful if everyone gets involved. IPv4 will probably have to be kept for a long time to come. Some even think that IPv4 will never stop," adds Vivien Guéant. Unless we do like Belarus, which has just issued a presidential decree requiring these ISPs to deploy IPv6 to all users by 1 January 2020. To date, it is the only country to force the deployment of IPv6 through legislation.

Global bandwidth : total throughput of 446 Tb/s

on Thursday, 05 September 2019 Posted in Archives Rezopole, Archives GrenoblIX, Archives LyonIX

Global bandwidth : total throughput of 446 Tb/s

Of course, the international bandwidth is increasing, but this masks a rollercoaster evolution in recent years. This is at least what a study published on Wednesday by the Telegeography Research Institute found.
Indeed, according to this analysis, global Internet bandwidth increased last year by only 26%, the lowest annual growth rate in at least 15 years. Although the pace is slowing, international bandwidth has almost tripled compared to 2015.

A dynamism attributed, by Telegeography, largely to the African continent. With a compound annual growth rate of 45% between 2015 and 2019, it is the continent that has experienced the fastest growth. The Asian continent is not to be outdone, with its bandwidth volume reaching a compound annual rate of 42% over the same period.

"Since we started tracking international Internet capacity in 1999, the most efficient channel has always been between Europe, the United States and Canada. This route was overshadowed by the Latin American-US and Canadian route, which experienced an explosion in bandwidth," according to the research institute.

A paradigm shift due in particular to a better integration of the countries of the American bloc, "while Asia and Europe have a greater diversity of connectivity". The researchers also note that content providers have an increasingly important role to play as they now dominate the creation of the backbones of the global Internet through submarine cables. The latter connect the different Atlantic or Pacific coastal countries. In view of the latest transcontinental submarine cable projects, the evolution described by Telegeography does not seem likely to slow down.
